I know the Kuruma Is based off the Mitsubishi Lancer Evo, I have all tunes maxxed out on It but It doesn't go over 100 MPH, the top speed Is very low. Also If It's armored then why can players still shoot u In It?

Each class of car has arbitrary speed limits because R*, so yeah, things like the Kuruma can only go 100mph.

Also, it has places people can shoot into it because if it wasn't then it would be more OP than it currently is.

Well you see they can you shoot you in it because the armour still has openings to see/return fire out of

The Kuruma is not fully armored. There are weakspots that your opponents can exploit to shoot you directly.

And it really sucks to drive around in the thing anyway. No speed, one of the worst handling models in the game, and doesn't protect you from the biggest menace in public free roam called explosives. There's little reason to use it outside heists or missions.

It probably does go over 100mph, it's just the speedometer inside the cars don't show it in first person view. The cars top speed is a function of it's drag cf., drive force, and max velocity. Considering the Kuruma's acceleration bar exceeds what is shown on the stat bars means it's probably got a significant drive force (.31 in top gear stock, which is the same as the JESTER), and slightly more drag than the Jester (10-9.5), so it likely can go around at least 105 mph considering the Jester does nearly 120. And note that this is fast, considering the fastest vehicle I know of is the Z-Type which doesn't does ~125mph.

This Broughy vid goes more in depth into this:

Arrows to Athens

The top speed of a fully upgraded Kuruma is about roughly 109 mph. The armoured version, considering that it's slightly slower, is about 108 mph. All cars in this game are limited to 125 mph. This means cars can only hit speeds that is lower than 125 mph.

Based off what I've seen, the speed cap can range anywhere from 120mph to 145mph. Edited by SuzukiBlaze

Motorcycles can exceed 125 mph and hit the 130 and 140 range only when wheelied but that's it. Cars and motorcycles have been programmed to go less than 125 mph.

That's because the Bifta and Dune Buggy are extremely agile and maneuverable and has little to do with top speed since it is impossible to reach true top speed in the city.

As far as I know there is no car/non-aircraft vehicle which can go over 125mph. I don't believe there is a speed cap in the game, it's just the cars are limited by drag and their power. None of the cars come close to their max velocity. You can go well over these top speeds in single player though, as Franklin's slow motion ability also makes the car accelerate, and you can hit upwards of 200 mph.
