Those were the objectives they thought they could achieve and the GTAV map met those objectives. The mountains sort of are filler because they add a lot of area and line-of-sight variety to the map for relatively less work than building the same area of city. Also less work than flatter countryside because flatter countryside would be expected to be more populated than a rocky mountain. A game that is an HD version of GTA San Andreas — three cities that deliver an experience as good as Liberty City — was too ambitious for the moment. If the amount of city they made for GTAV was divided in three, those three areas would not be much bigger than the cities in San Andreas. Let me buy a 2 story penthouse in the heart of downtown LS, with a secret door that leads to the subway lines (for sneaky escapes). Let me buy a mansion the size of Devin Weston's, that has an elevator that leads underground, where I can have a massive armory to store ammo, with a tunnel that leads straight to the ocean, through the mountain, so you can ride in a submarine and come back home without setting foot outside once. Give me a reason to drive all the way to Paleto Bay, except to kill a dozen thugs having a rampage at The Hen House. You may as well have R* build the white house in LS. Should i be forced to use planes just because people want to fly there pretty jets? The luxury jets dont make sense at all. On top of them not being useful, should i really have to pilot my own jet? If i spend a million on a luxury jet, i want to be in the back in luxury with the flight attendants. Not flying the thing. Planes are not needed and are not used properly.
