Homing Launcher will not follow its target

This has been going on for weeks. I know, "The Homing launcher is too OP." This is one of the situations where I had this problem:

 

I called in a Hydra to get a special crate, but there was a modder in the session. (It wasn't the good kind that drops money, but the one that spams explosions and teleports.) I was going to the Central LS hospital where it spawned, but he teleported to that location and spammed explosions on me. He did it until he took off. I had a chance to take it down. I locked on, fired, and it went right by it. He flew away and got the crate. He got the crate 4 times. So now, if someone takes any of my Pegasus vehicles, I have to wing it and use the launcher as if it was an RPG.

 

Do I need to aim at the engine or is there a problem with it for me?

 

(By the way, it fires at civilian & police land vehicles just fine.)

You need to aim inside the box while firing or else it'll go awol.
