If you're talking about that one, yeah, it's a pretty cool mod, but what you're asking for is a bit more complicated, since the behavior of that mod includes NPC directly, and NPC aren't too frecuent in SAMP. Anyways, the closest thing you will ever find is a SAMP roleplaying server that includes a Cops vs Robbers feature, so you can join the cops side and fight criminal players.
