Had 3 on both characters, today the other 3 showed up free XB1. Maybe you had to already own one for the rest to unlock Idk.

I had 4, look at the pic,

and I have I restarted the system, gone to all four types stores, swapped characters, changed session, & tried in both public and invite only sessions, so I think I am just phucked....

...Still just the same 4 hats that I have always had.

Just got all six beer hats. Had unlocked None. Xbox One. Primary character. Low end clothing store.

Nagh I didn't get any extras.

 

Still got the ones I unlocked on char 1 but no new ones and none at all on char 2.

I don't have the clothing stores unlocked in Story Mode, I wonder if that matters, because y'all say it is only at the one store and stores only differ in story mode so maybe this is a bug that involves story mode, so I am going to hurry up and play until I unlock the clothing stores, that cant take too long.

Are you being serious? Turn right at the entrance, go past the 2 display cases (glasses and accessories), go to the extreme left of the only clothes rack there, BOOM, HATS.

Out of curiosity I'm going to boot up the PS3 and give that a try, as I know one of my characters definitely doesn't have any beer hats.

but my hats appear there also so it should be at all the stores even the mask shop.

Well, I went to Ponsonby's and the nameless discount store and only found the 'regular' 4 that I already had. But when I tried my luck at Binco's, i found the remaining 2 rare ones being offered for free.

F*ck you R* I lost all my beer hats and some special tops after transferring to PC and never even got the beer hats back in this update.

No, they unlocked for me on PS4 but I haven't bought half of the clothes...I did have the other 4 hats beforehand though.

 

Which Binco's store did you go to when you succeed?

 

The one down by Rooftop Rumble worked for me.

The 2 show up in Suburban for me, the one in Alta. Maybe it is different for everyone.

I got them too. I had 4 already so it was nice to get the last 2. I got mine from the Binco's in Vespucci.

I didn't have these earlier, but I did a heist setup with a friend, then afterward got dumped into a public free roam and checked in at a nearby Suburban (one up in the desert, if it matters), and there were the two that I didn't already have. Schweet.
