Hi, I brought a Lampadati Casco and it came to me topless(Twice) and I can't put the top up with the d-pad or in Los Santos customs is there anything I can do?

No, There was a vehicle body style glitch that happened with the IGG1 update which reverted the body style back to 0..

 

Just wait til the update drops today and they might fix it or add an option to put the roof on it.
