Launch it yourself from the Pause menu > Online > Jobs. If you join someone else's just quit and try again.

Start it from the start menu - online - jobs - etc..

 

Then you can invite friends from a list.

Pause the game, select Play Job, select Race, find the race that you want, and voila! You're the new host.

 

Sometimes you have to be lucky that someone isn't hosting it.

You become host every time but when you join thru the mission screen you " lose host"

There is an option in the start menu...Remain Host after Next Job Vote Screen...make sure it is on if you wish to remain host.
