Can't get on GTA V online and Single Player Completion Problem

For some reason when I try to get on GTA V Online I get an error message saying that "GTA V could not download the files for GTA Online". I have no idea what is going on but when I go to my Rockstar Social Club I found out that my profile has gone from 40.1% completion to 4.44%. I recently let my brother use my copy of GTA V to help level me up but he has decided to play the single player story instead. Is there any way for my profile to get back to the way it was before with the Story Completion at 40.1% as well as some reason for me not being able to access GTA V Online?
