It sounds to me like it's Morgan Merriweather, the DJ for Double Clef FM on GTA3. The perverse doctoral thesis the caller describes fits Merriweather's personality and the statement "I usually hate anything humanity has achieved since 1836" seems like a classical music geek's statement.
