You're talking out of your ass. We have no idea about any of these characters except they were based on members of the development team. This version of GTA III supposedly took place a few months before GTA III.

Now to add to the topic, I would imagine most of the Cancelled GTA III gba tech was used in the gta advance version. It would of been most likely top down view. Driv3r may of been 3D but had very limited things to do due to most of the 3D taking up the space on the cartridge

Driv3r on GBA was an impressive technical feat. I had a bunch of fun playing that back in the day. It had something like 30 missions in two large cities and the cutscene script over stills from the FMVs. The only bad thing about it was the car handling. The world was 3D, the cars were 2D. It sounds bad and it kinda was. If only they made it with the Need For Speed Most Wanted engine... that would have been very interesting to play; maybe even one of the best games on the platform.

 

Anyway, GTA III GBA was passed from developer to developer until it became GTA Advance and was completed. From what we can see in these screenshots, the technology didn't change, and neither did most of the art. I don't think we're missing out on particularly much, nor do I believe the GTA III version would have been better. "Anal invader dildos" is just being crass for the sake of it.

Probably Really Cut Versions Of Radio. I Mean No One Really Stays In A Car For Like 2 Hours Just To Listen To The Whole Head Radio. They Probably Cut It To About 5-10 Mins Of Radio. And It Is Obviously SO Compressed.

Wich driver game? I know, it's like 6 years ago, but you sound like there only would be one... And i know a driver gba game that looked top notch. On the other hand, the other driver game played better and very faithfull to the original version, even it was uglier. So....
