hmm I reckon if there were PCJ's for the police with vigilante missions available to do, it would be very hard.

For one - However good a biker you are you're gonna get knocked off ya bike sometime in the vig. mission; which would be a pain;

Two - As everyone already knows, when going thru vig. missions you start gaining the attention of the cops...and after 3 stars plus...when they start ramming you...I think it would be barely possible to even reach the criminal(s) - let alone kill him/her/them on a PCJ..as you get knocked off quite easily.

They (r*) could use the space some other way I feel.

Police on PCJ's without the missions would be cool though..police chasing you on PCJ's..sounds good
