There is no speed cap in Online or SP. That's a common myth. The fastest cars (Adder/Z-Type) can only hit 125 mph fully upgraded not because there is some magical speed cap but because that's how fast Rockstar have programmed cars to go. No car can exceed 125 mph unless you slipstream, use nos, use mods, use exploits or use franklins special ability. This explains why motorcycles can easily hit 140 mph when wheelied. If there was a cap at 125 mph then how can bikes hit 140 when wheelied? Vehicles don't just magically stop at a certain speed cap. It's all about how fast Rockstar have programmed cars to go. Cars go as fast in Online as they do in SP. Rockstar can easily allow cars to go 150 or 160 but then this will cause rendering issues. You also have to take into consideration the scale of the map.
