Stop Enemies from shooting at each other ? [.NET]

My code :-

Still Enemies shoot at each other .

Why do you have the 500 ms wait? that's half a second, meaning that if you have maybe 20 peds, it's 10 seconds before the last ped is a member.

I am pretty sure if they first starting shooting at each other it doesn't help putting them in a group. And with a 10 second gap, they have plenty of time doing that.
