Quick question about giving away upgraded cars

I have every car unlock. If i were to drive a Sultan i found on the street into Los Santos Customs, WITHOUT buying tracker and insurance, would my friend who just got the game on PC and has no unlocks be able to just take the car, drive it into LSC and apply tracker and insurance, and voila, fully upgraded car?

TL;DR
Can i fully upgrade a car from the street without buying a tracker, then give it to a friend?

No. It's been patched.

No...but there are glitches. After you have upgraded it drive it into a job circle a few blocks away from your friend, get out and as soon as the job menu loads quit back to FR. Your sultan will take a few seconds to appear on the road but when it does give that to your friend and he/she will be able to store it with the upgrades.

No problem. They won't be able to store or sell the vehicle.

 

Edit: Unless you use a glitch like the one mentioned above.

If he has the money i can mod his car and give him 100% mods minus transmission...

I'm not sure if this works but it seems like it might..

 

Maybe you could more one of Simeons vehicles, if your friend likes the car? Then, instead of delivering it, he/she could keep it.
