Help on messing with the man please

Ok on the mission messing with the man where you have that chaos meter and you are supposed to fill it up I can never get it to even fill I never cause any chaos heh I dont understand what your supposed to do to cause it to rise, I tried running over people  etc etc nothing works please help as I am working on it now hoping to get help asap.

If you wanna do this mission with no hassle from the police - simply - get a vehicle behind The Greasy Chopper (the grassy area), make sure you're armed to the teeth with some fast firing weapons; i.e. M4; then simply shoot at the vehicle (from a distance until it blows up); continue firing at the wrecked vehicle as it increases your chaosmeter. Job Done

I prefer to get 90 hidden packages (or just *horrors* cheat) and get the tank.  Spin the turret backwards, shoot, and have fun.

or get the firetruck from around the corner, park it up outside away from where it cant do any damage if it were to explode , walk into the pink marker and start the mission. then just get a fastfiring weapon like purple9 said and shoot it. when it blows up..keep shootong it, your chaos metre will still rise. It will rise pretty quikly and the cops wont bother you too mutch if @ all. Easehy peasehy.
