Back when I was a member of another crew, I would occasionally get some sort of crew announcement pop up in the job feed above the minimap (like to watch some sort of crew live stream, meaning that the message inside it was user typed) but I'm now the leader of an other crew and I haven't figured out how to do it.

 

ANybody know what I'm talking about?

Go to your social club crew page. On the top right you can send ingame messages to your crew members.
