My car shows up as scrapped in my mechanic phone listing and i have insurance on it but mors just keeps ringing as if i have no car to collect.

Scrapped means it's gone for good, Either you didn't put insurance on it or it glitched out either way the car is gone no getting it back.

This has happened to me before and the "fix" was to destroy another car then call mors and "claim all"
