I didn't know how to post the video itself but here's the link to what to do if you wanna play the game without cops. A method to try out.

 

1. Replay or if you haven't already go do the Construction Assassination mission. (Be sure you have A parachute.)

 

2. Go to the construction site and go up the lift, killing the guards is your choice

 

3. Go up the lift and do not engage in the shootout, instead parachute off of the lift and land safely onto the ground.
