You can only Transfer from PS3/360 to XB1/PS4 to PC... You can only transfer a second time to PC. But like Heists asked why do you want to make a second XB1 account? Is it because you don't like your Gamertag? If that's the issue you can make a new Gamertag for free the first time and $10 anytime after that.
