The question is that are all DLCs from console versions included in this version without having to buy the console versions to get exclusive content and DLCs? All of the Updates are included with this version but not all of the content are such as the Valentines Day. Independence Day & Christmas Exclusive content is not. Although I don't think it's impossible to get this stuff *hint* singleplayer trainer *hint*. GTA: Online timed DLC is impossible to get unless you want to be banned.
