Confirmed by popcycle, no cops in traffic/pedestrians BUG

According to popcycle.dat, 25% of pedestrians and pedestrian traffic should be cops.

 

Since launch day, I've noticed next to zero cops in the population. The only cops I ever see are radar clocking on the side of the road out in the country, that's it. I don't see ANY cops in traffic or walking down the street, ever.

 

Anybody else? Thinking about submitting a ticket... it's been like this since way before I ever modded the game.

 

EDIT: I feel retarded after re-reading this but what I meant was popcycle.dat in common.rpf says 25% of peds/cars should be cops. Popcycle.dat in update.rpf is changed and says 0 cops with a maximum of 1 in some places. WTH? Why did Rockstar make it so there's no cops!?
