Cops in civilian vehicles?

So, I don't know if this has ever happened to any of you guys, but while I was happily on another one of my rampages against anyone and everyone in the vicinity yesterday, I saw a flashing red and blue dot, approaching. Since, I didn't hear any sirens, I just thought it was a glitch or something. That's when I saw a brown Cavalcade approaching. Once it had stopped, out came a cop, in the standard police uniform and everything and started shooting at me. I proceeded to empty an AK magazine in him, but the whole encounter got me thinking. Is this something newly added, or just a weird bug? I'm on the PS3, by the way.

It's been in the game for, perhaps six months or so?

One member explained his theory that these were undercover cops, which is funny if you consider it.

I think what's happening is likely the programming is designed to send in cops to "high volatility situations," but when the situation exceeds that, it may not have the capacity to draw in that many cops at one time, rendering regular NPCs with cop behavior.

I dunno. it's a guess.

 

My favorite, though, is when I'm being chased by a cop who just stole a Futo or Issi. I mean, what the? lol!

If you get into a vehicle and start to drive away from on foot cops with a wanted level they'll steal civilian cars in the vicinity to chase you.

Actually, cops are programmed to enter their parent cop car if you criminal starts to escape with a vehicle, however if their parent vehicle (or any other cop car) is present then they'll hijack a random NPC vehicle instead.

 

This occured to me a few times, they can even steal personal vehicles as I witnessed a cop chasing me in a modded Elegy

LSPD once hijacked someone's personal vehicle from the impound yard to chase me, after I got into a shoot out with them while trying to steal my car back. I'm not sure if the vehicle's owner was still in my session, but the the car was a bright pink Turismo. Needless to say, he caught up to me after a brief chase, but once I shot him, I tried to take the Turismo. The game messaged something like "you don't have a access to this vehicle" even though the door was still open. I think it's really cool the cops commandeer anything, including tractors, and try to catch you.

it has been going on for more than six months. it has been like this since i first started playing. i have been playing for over a year and a half.
