I need a Tech Genius.. (GPU/CPU Help)

So I have a £400 HP Notebook PC with integrated graphics and a half decent processor and I have done absolutely everything possible to optimize my operating system for gaming

 

Despite my efforts, I am still dissatisfied with the frames I get from power-hungry games like GTA 5 (20-30 FPS on lowest settings). I do not know whether the issue lies in my GPU or my CPU

 

If the issue is my CPU: I am willing to overclock but I'm scared (see CPU-Z screenshots below)

If the issue is my GPU: I have some money to upgrade (If that's even possible)

 

SO what do I need from you guys?

 

1) If the issue is my CPU, would it be safe for me to succesfully overclock it? and if so, what should I overclock it to

2) If the issue is my GPU, how the hell do I upgrade/improve an integrated graphics card?

3) If neither can be done, what do you suggest I do?

 

My Specs

 

OS: Windows 8.1 64 bit

RAM: 8GB

CPU: Intel i5 4200U 1.60 Ghz

GPU: Intel HD Graphics Family 4400

I understand, but I just don't have the funds to purchase a whole new gaming system until I go off to university, which is all the way in september..

 

With that said, is there anything I can do in the short term? because f

, the intel HD Graphics 4400 has a lot of potential

 

Note - How about if I use a cooling fan?

What you've heard is wrong I'm afraid. Even the most basic dedicated GPUs outperform integrated graphics significantly.

So what do I do (apart from buying a new computer)? Remember I'm broke, and I have an overclocking software chilling on my desktop

There's nothing you really can do. Your laptop is designed for web browsing, word processing, and watching/listening to media, not playing games. Overclocking a laptop is extremely dangerous and even if you did try it, it's not going to help. Not to mention that software doesn't really work and your laptop manufacturer probably has all the settings you would need to overclock locked anyway.
