Interesting idea, but depending on the range of the station and how large the area would be it may not be practical. I like the idea of pirate radio that can only be heard in certain areas of a city,

Ability to choose your motorcycle helmet for protagonist (like in GTA Online) or the game giving you a helmet based on what bike you are on (full face helmet for sport bikes,half helmet for choppers,open face helmet for scooters,motocross helmet for dirtbikes...)?

Fire Trucks (one with water cannon and one with ladders).

 

Some very old weapons (wild west,WW1 and WW2 guns) or only modern weapons (second half of 20th century and 21 century)?
