Yeah,why not,but not like Sandy Shores where the whole town is a big trailer park,but instead something like a trailer park by Fort Carson in SA (a trailer park near an actual town).

 

Should the protagonist have different styles of outfits (like CJ and Online protagonist,who can wear casual clothes, suits, baggy clothes, biker gear...) or themed outfits according to their personality (like Michael who wears mostly "rich guy clothes", Franklin who mostly wears baggy clothes and Trevor who mostly wears ratty clothes)?

If the next GTA game does have 3 protagonists again, would you rather have missions where you have to figure out what character you have to switch to through trial and error, or the missions be like GTA V where they tell you which character to switch to?
