It's pretty much the same stuff I realised when I came up with a GTA: Manila TC. The city's huge, and thus too gargantuan for such a project - heh, even TCs from more experienced teams take years or sometimes even a decade to be finished. I understand you're from a developing country hence why your options for content creation are limited, but if you have the time and patience I'd say learn what you can with whatever resources you got, and save up, study hard and/or moonlight at whatever job you can take so you can get yourself a nice new rig to make your mods on.
