I hope you're kidding, what about Friends Reunited? The Bureau Raid? Those are cutscenes as well, gameplay also has tons of scripted explosions, the other games had them too, stop trying so hard doe.

Actually, development of VC began even before III's release. As Rockstar said:

 

We played around with the idea of multiplayer back then but never got very far with it. At the time, we decided to make Vice City instead of dedicating a big team to multiplayer, as we did not feel it would ever really be good enough.
