Its a play on 'scumbag Steve' memes (he wears that hat). Player calls pegasus for personal aircraft delivery, pegasus delivers to....

 

I've never called pegasus so I'm unsure whether the joke is that its not the nearest airfield, that there are other aircraft there anyway, or that it would be much more useful delivered to where you're calling from...

When you call Pegasus, the vehicle doesn't spawn near you, it always spawns in the same place. ...unless you are near that place, in which case it spawns somewhere retardedly far away.
