Hats mod problem

I used OpenIV to replace the two files (player_p.wdd and

player_p.wtd) for hats of the Lethal Enforcer Pack but the hats didn't appear in Niko's wardrobe. I've used OpenIV a number of times now and I know I did it correctly. Please help.
