GTA IV frame limiter?

I used FRAPS and tapped the Spacebar as fast as I could and managed to get Niko into Jacob's helicopter in Revenge Out of Commission but it was close.

The FRAPS method gets Jacob's helicopter to appear in Deal A Revenger's Tragedy but I can't get Niko in the helicopter.

I read that it's because I have a new computer and a modern PC with a 64 bit system thwarts the ability of the FRAPS gimmick to slow the game down enough. Is there some other solution--a GTA IV frame limiter or ?

 

PS: it worked for me to also go to Graphics and turn both shadow effects settings to Very High and use Notepad to add a commandline.txt file to the main game folder. On the file I put

-refreshrate 30

-framelimit 1
