GTA V framerates are completely random every time I start it WTF

sometimes it runs 60 fps everywhere other times 60 fps with some drops right now barely getting 40 fps

 

the hell is wrong with this?

 

I have to restart it a few times until I get it running fine and I do the same things with same graphical settings.

 

The weirdest thing is once I was running it high at 45 fps then I 'optimized' it from GFExperience which put it on way higher settings and it was running 60 fps. The hell?

For me, it's also the case with texture pop-in.

Sometimes, I have almost no texture pop-in, and it's really smooth overall.

Other times, the texture pop-in is so worse, it totaly breaks the immersion.

Ive been having tons of stuttering and freezing with everything on very high except grass, no msaa, only long shadows. It runs 60 frames and will stutter here and there. I tried just running high settings last night and couldn't even get to 30 frames and was seeing it freeze every 5 seconds it felt like.

 

Seems strange. No matter what settings I use though, all 4 cores are nearly maxed out 100% of the time. GPU usage never goes above 70% no matter what settings I use. Most of the time it won't even go past 40-50%.
