Same CPU here, having no issues, even though the CPU usage is also quite high.

Are you running on max settings for most too? Are you very close to 100% usage or just high?

Edit: also have you overclocked it at all?

I have the non-k version of that same CPU. Almost at max and running at 55-60 with no drops....

Ah, no, not max settings, (edit: and no OC) even though I think it shouldn't make much difference as it doesn't seem to be a common issue as there are probably people with the same CPU as us. It's high 80's/90's, but GPU usage is still 100%. Try using something like MSI Afterburner to check for the GPU usage while in-game too. A very low value while the CPU is at a very high valuie means the CPU is bottlenecking it (causing lag) for some reason.

Alternatively, it looks like an old issue about the launcher only using a lot of CPU has come back, so a workaround to try would be: Open Task manager, go to the Details tab (Windows 8) or Processes in Windows 7, right click the GTAV.exe process and set its priority to high, while setting the GTAVLauncher.exe one to low or lowest. Then maximise the game again.

hmmm This is messed up surely my Graphics card couldn't/shouldn't be making it use an additional 40%, it wasn't like this at all at release Pre-patches I believe I only used about 60-70%

Thanks I will try what you said now :D

First off, run a deep virus scan and check the task manager processes tab while the game is running to eliminate any other programs as a source of the problem.

Just as a test, if you try lowering traffic density and variety, is the stutter still there?

So much for that polish! What is it with this game hogging up CPU and still stuttering? BF4 runs better.

Well you have a dual core when the minimum requirements say a quad core, even though it is overclocked.

I5 2500k @ 4.6ghz. All 4 cores never really go below 90%. Most of the time it is 100% or just under it at 96+%.

Which makes that statement void because BF4 Runs better.

3770K @ 4.5GHZ with HT enabled, about 65-70% across all cores. All settings except the following at 2560x1440: 2x MSAA(MFAA Enabled), All "Advanced Graphics" options turned on, sliders up only two notches. Grass at "Very High". Shadows at "Softest"
