Random events got bugged?

Hey, So I've finished the main story and I'm doing all the remaining side missions, races, random events, properties missions etc.

However I've encountered a problem with event in Sandy Bridge, the horny couple just won't spawn for me. I've passed them once but I was doing something else so I haven't done this event at the time.

 

Now I'm done with campaign and I just can't get them to spawn, I tried saving game multiple times and loading it, both using phone and a bed in Trevor's trailer, tried going into desert and coming back to Sandy Shores, switching characters, all this in different times of the day and they just won't spawn.

 

I pretty much did all the other random events and they all spawned rather quick, I'm afraid they got bugged and won't ever appear, and I need at least one more stranger to deliver to Altruist Camp to unlock the secret mission as Trevor.

 

The only remaining candidate for Altruist Camp would be "Drunk Driver 1" in La Puerta/Vespucci Beach but this one isn't spawning either, difference being I've never encountered him before like with the drunk couple that I once ignored. This guy just won't spawn, tried everything I mentioned above, different times of day, characters, saving and loading the save.

 

These are the only 2 events I'm having problems with and it has gotten pretty annoying... Does anyone know a solution or anything? Thanks in advance.
