Try reinstalling your graphics drivers, and maybe lowering graphics settings.

 

If that doesn't work, try this.

 

For a temporary fix suggested by someone, go to My Documents / Rockstar Games / GTA V and open settings.xml, edit ShadowQuality from 1 to 0.
