so ive been looking for a bunch of mods slapped into 1 gta sa package for download (aka gta sa with loads of mods 2 download) and was wondering, is there any out there (THAT IS NOT GTA SA EE)

Nope, mod packs ain't allowed and that could also be considered pirating.
