WildBrick142 Posted April 22, 2015 Share Posted April 22, 2015 If you found the car next to a barber shop, it's the one used for a Random Event (Drunk Driver 2). Most likely the random event didn't spawn properly (or was disrupted) and you can't enter the car until the game says you can, if I remember correctly.
