The message above yours isn't meant for just vehicle files, it's about generally linking to unmodified game files of all types. It just so happened that the person who posted links was linking to vehicle files requested earlier. This rule would cover any game files in their original state.

 

Anyone with a legitimate version of the game can get the original files back, simply by verifying their game files. That would imply that if someone couldn't legitimately verify their files and needed to ask for them, then they had a pirated version of the game... which is why the issue exists. That's copyright infringement, not game modding, so a site would have no defence against that if they ever got challenged. A lot of modding sites have the same rule, they have to do to protect themselves.
