Ok I found a DUKES playing PC ONLINE and it told me i cant put it in my garage without the DLC. There is no DLC. The driver was not a human player. I have a pic on my phone. This some kind of sick joke???

You have to be a "Returning Player" in order to own that vehicle, which is considered a "DLC".

Well on the enhanced versions of the game (PS4,XB1,PC) traffic includes DLC vehicles now so I guess you ran across one.

 

Either that or yes, you did run into a player in that session that was previously driving one.

Sometimes you can catch some DLC cars on traffic.

Specially the Dukes, Blista and Stallion.

 

They aren't storeable anyway, even if you were a returning player you couldn't just put in your garage. Only way to get these is buying.
