Graphical glitches on PC

I have been getting graphical glitches that make the game unplayable as seen here http://imgur.com/a/Si244.

Also i get random green pixels everywhere and these glitches flash like crazy.

The only way i can fix this is by putting Vsync to "half" Which locks me at 30 fps which sucks. I really want to play at 60 fps.

Gta is the only game this happens in. Eventually the game will crash if i let the glitches continue. I get a message saying "Display driver stopped responding and has recovered"

What can i do to fix this? I've tried updating my graphics card driver to the new GTA driver. I've tried reinstalling the game and all kinds of things i could find online.

I've also tried another HDMI cable. I'm assuming its my graphics card but it only happens in gta 5 and no other game.

I'm also not the only one getting this.

Try downloading Speccy and seeing if it gets too hot while playing, that's a common cause of artefacting/glitches.
