RedDagger
Try reducing other settings like reflections or particle settings, and maybe reinstalling graphics drivers. Frozenflake

Frozenflake
Try this: 1. Disable Vsync in game and force Triple buffering and Adaptive Vsync in Nvidia Control Panel. OR 2. Go into the Nvidia Control Panel » Manage 3D Settings » Program Settings. Now click Add, browse the GTA5.exe, add it and under "Select the preferred graphics processor for this program" select "High-performance NVIDIA processor". CrazyLamer
Put shader quality on lower if possible, Direct x 10 or lower, reflections low or off is possible, and if you can post a screenshot of the settings screen and preferable your system specs and i'll see what i can help with if changing these settings doesn't work.
