How do you play when Steam is offline?

I've played the game singleplayer so it's been activated, but when Steam is offline Social Club recognises that it's offline but it won't let me get into the game.

 

But, when I deactivate wireless, it works fine.

 

How does one play offline without killing the internet of the whole computer.
