Simple, the heavy sniper is a gun you actually have to work for whereas the marksman is buy-able at any level, too much bullets in one mag. Too much damage. Though nowadays, if the person I'm trying to kill gets hit with the heavy sniper, they kill themselves immediately. Marksman doesn't need a Nerf, heavy just needs the power it used to have, and be a 1 hit kill weapon again. I encountered this happening to me before in another thread I made long ago, a simple counter is to headshot them. Cannot kill yourself to protect your precious K/D if you go down in one shot now can you? I am happy with the way the heavy sniper is now though, as it requires you to do what a sniper is suppose to. Land the headshot or risk retaliation from your target. Just being able to shoot your target in any old place and still kill them is too easy if you ask me. By reducing the weapon's damage per round it would make it balanced, additionally would also require skill to use since you have to land multiple shots in quick succession to take out the target. As of right now it has a 16 round magazine and it only requires 2 or 3 of those rounds to actually hit the target to kill them, meaning the user can spam all day without fear of needing to reload in the middle of combat cause chances are 3 of those 16 rounds are gonna hit and kill the target before the magazine is expended. Reducing its damage will require the user to land 5 or 6 shots in that magazine to kill the target then, requiring the user to land multiple shots in quick succession in order to kill the target. It will make the weapon unique but balanced in its own right. There needs to be a trade off with every rifle, to where it specializes in one thing but weak in another. As of right now there is no trade off to the Marksman Rifle, it can easily compete in damage with the other two rifles whilst also being able to shoot faster than them and for longer periods due to the large magazine, the trade off is not there. I look at this from a game design standpoint, or as a game developer would. From a design standpoint there is no trade off with the Marksman Rifle and is a bar none superior weapon due to glaring design oversights and I am merely pointing them out here and seeing what the community thinks, that was the entire point of this thread. It is clear Rockstar wanted the Marksman Rifle to behave in a radically different way to the other two rifles, their glaring oversight being the weapon does more damage than it should per round and the weapon as is beats the other two across the board because of this issue. If you're gonna give a sniper rifle that big of a magazine and to be able to fire that quickly, the only proper and obvious trade off should be a lower damage output per round than the other two. The very fact that there are quite a few people here talking and debating about this topic, its very clear you're wrong on there being no one that cares. Like sometimes I'm fully zoomed in with the heavy and they're out of range, yet they can see me with the marksman. It does have a scope on it and can zoom in pretty well, but unlike the other two sniper rifles it is not totally reliant on landing headshots to be effective. Just rapid shots to the body in quick succession is all thats needed. In fact the weapon when scoped in, the user can still stay out of range of any weapon's aim assist, especially when the user is moving backwards to maintain that distance. The user can get away with missing a couple shots and does not need to worry if the shots that do hit are body shots. The downside to the additional range thing is that most battles take place within the city limits, which proves difficult to be able to snipe targets at the Heavy Sniper's maximum range. I can see this happening in Blaine County but players in free roam rarely venture outside the city limits, you're lucky to even have 3 players at most be outside the city at any one time. (maybe it was along with the tank nerfing.) in the very beginning you always needed only one shot with it to kill, no matter if only limbs, torso, or head. The marksman might have more in the mag but when you are being shot at with a full auto or another markman rifle, you have to be on your toes, moving, rolling and when you pop back up, instantly find your target and go for that head shot. If it truly was then everyone would be doing it, but they don't. Again I am looking at it from a game design standpoint as I said before. As is the weapon is exceeding past what was to be expected due to its high damage per round. Just using one yourself just makes the problem worse, not better. Its like saying that if your opponent is hacking you should hack the game yourself to be on an equal footing. Talking about a legitimate topic is not moaning and I brought nothing but logical points to this discussion so that accusation has no foundation to stand on. Yes but the vehicle is also balanced, such as the occupants being unable to throw sticky bombs and they can only use their guns at certain angles, the balance is there. Additionally the Marksman Rifle does not even require a strong scope to be effective, the other snipers have one cause they need that extra magnification to better lock onto a targets head. The Marksman Rifle only needs a scope effective enough to make body shots easier as headshots are not necessary.
