Los Santos may not be a real place but San Andreas very much is, and its pretty much all in California. Also the cityscape of LS is a downsized mirror image of LA. The grand senora desert is also a real place, and if you go far enough out to sea it says you're in the pacific ocean on your screen. All of this, plus Trevor directly saying to Ron during a mission "This is America" = LS being in America.

majority are though. I only ever made one american friend online but lots of british/euro people. Mostly other kiwis and aussies though because timezones and all that.
