San Francisco, San Jose, Oakland, Fremont, maybe have a something with an "electric car company" in Fremont, CA, which is south of Oakland. They could also add in Marin county for the nice hilly open vineyards, and the central valley can be the drug grow areas. Seeing as the HD era is the modern era, Las Venturas would work well. Pulling off a Oceans Eleven style heist in a casino. I just don't think they're fully done with V yet. Either option is fine to me though as long as there are lots of things to do and enter especially casinos. Las Venturas might be very interesting. But Vice city is the compelling choice. Too much time passed since the last game it was featured in. The other cities of SA can wait.
