Textures Flicker/Flash different colors problem

So since I have gotten the game I have been having issues with textures flashing/flickering colors randomly anywhere. I have tried several things but no luck.

 

AMD FX 8350

GTX 970

16GB DDR3-1600

Wind 7 64bit

See the red glowing, That's whats happening everywhere in the game. Sometimes the whole screen flashes. And it's multiple colors not just red.

 

I have opened a ticket with Rockstar Support but it's going on 5 days with no response. Here's the Rockstar forum link:
