A PV is your PV, nobody can permanently steal it, it's insured...and Pegasus vehicles aren't going anywhere either...the POINT is that popular opinion is that we should be able to steal any car off of the street, which technically would be "owned" by NPCs, while at the same time, saying that they keep their PVs locked so that people can't drive them and saying that Pegasus vehicles should be locked so that people can't take them

Gee, I didn't know the NPC's had feelings and they were bothered that I was taking their cars.

I'll virtually hug some of them to make them feel better, maybe spare a free Elegy to them so they don't gotta take the bus anymore since I took their wheels.
