I have everything maxed and it seemed to start after turning on reflection MSAA or AMD CHS/Shadow settings. Most of the time I don't even notice it. Edit: The linked topic seems to mention a workaround of turning PostFX from Ultra to High on AMD cards (at least 7970 and R9 cards), but that limits what depth of field settings you can use. It was also noted this seems to impact both 15.3 and 15.4 drivers. Reminder, 15.4 appears to have much better performance so it is the preferred of the two.
