Simeon quest bugs

I have done a few jobs for simeon without issue when first given to me, but whenever i try to re-do an old job (rockford roll, another job to repo a pink car that i forget) i nab the car, loose the cops, and deliver the car.

 

Immediately after parking, I loose control of my char as he exits the car and walks to the bay doors. Essentially the "start" of the cinematic finish. Only simeon never comes out, my char walks face first into the wall and then nothing. I cant abort, bring up a menu or quit the game without alt tabbing. Simeon never comes out and the job doesnt finish.

 

Is this a known bug? am I doing something wrong? Is there a way to fix this? This even happens when i do the job with a buddy, we both get stuck.
