GTA 5 Online PC Graphics Glitch?

Hey I am having a weird graphics problem and was wondering if anyone knew of any solutions.

So when I play online all the human played characters (NPCs do not have this issue) have a weird texture of black bars over their face, hands, and pants. It isnt game breaking but it is pretty annoying. I have tried verifying the intergrity of my game cache twice but the problem wasn't fixed. This only occurs on online and only human played characters have the issue. If anyone knows of any solutions it would be greatly appreciated.
