Gpu usage(and fps) is low in city

8GB

2GB R9 270(beta GTA drivers, with old drivers fps was smaller)

Win 8.1

Gpu usage is low especially in city(if i drive to city gpu load lowers). With low graphic settings gpu usage in city is only 30-40%, higher settings 40-50 and fps is little bit better but still ~40. First i thought cpu bottlenecks to much but similar pcs have better fps because gpu usage is higher.
Cpu usage is high all time.

yes same ! gpu doesn t PUMP i72600k @4.5 ghz and gtx 970 . this is bullsh*t . other games are running well on my rig , but this after so many DELAYS DOESN T even AT 800X600 i get suttering . my game is installed on SSD
